If your site doesn’t change its display on a cell phone, meaning the user has to scroll across horizontally and manually enlarge the text to read it, Google will not give your site as high a ranking as a site that is mobile friendly.
Some sites rely on services such as Womp Mobile or Duda Mobile. If your site is hundreds of thousands of pages, and it would be cost prohibitive to change it, those are decent options.
